This is a very unusual phenolic model of a gnome with a fishing rod.
From the research I have done this novel model was made in Poland as a souvenir. The label on the base is in Polish and roughly translated says that it is a plastic souvenir produced by Marian Kubicki.
I have seen other items in a similar phenolic with the same label on the base but I have not seen this particular design before.
Overall the base is 65 x 32mm and it is 60mm high to the top of the fishing rod. The label on the base can be seen in the last photograph.
There is some light scratching but overall it is in very good condition. I should imagine that the fish often gets lost with this one.
